Job Purpose
To work in Partnership with the SRU and the University of Glasgow to develop and deliver a strategic rugby development action plan which will facilitate the sustainable development of competitive student rugby at the University of Glasgow.
Main Duties and Responsibilities
1. To be responsible for the development and delivery of the action plan with a particular emphasis on the development of competitive student sport.

2. To be directly responsible for the planning, preparation and delivery of quality coaching sessions displaying a professional approach to club development at all times.

3. To be directly responsible for the management of the Intra Mural Rugby Programme, ensuring a balanced programme of activity exists to support the continuing development of student sport.

4. To manage the link between the Student Sports Association (GUSA), SRS and SRU thus supporting student involvement (maximising their learning experience), and ensuring delivery of a quality, integrated service programme.

5. To be responsible for the recruitment and support to volunteers who will assist with the delivery of the action plan within the University.

6. To clearly demonstrate a strong commitment towards continuing professional development and attend seminars and courses as required.

7. To deliver the “street rugby programme” of a minimum of 25 sessions within the Glasgow area as directed by the SRU.

8. To largely work on own initiative but liaise with the Club Sport Manager, GUSA President and SRU Rugby development manager as required.

9. To plan and prioritise own workload and react to changing priorities and issues.

10. To communicate and work effectively with other members of staff in the SRS , particularly in the areas of programme management and event coordination.

11. To be flexible according to Departmental needs and be able to commit to both evening and weekend working in line with the Universities academic calendar.

A1 VQ 2/3, Standard Grades, City & Guilds or equivalent
A2 UKCC Level 1
A3 Valid driving license
A4 Knowledge and understanding of the game of rugby union

Desirable
B1 UKCC Level 2 – or working towards Level 2
B2 Valid first-aid certificate
B3 Referee level 1
B4 Knowledge of SRU initiatives in relation to the development of rugby at grass roots level

E1 Entry level is a minimum of 1-2 years experience of coaching in a Rugby development environment with relevant qualifications or evidence of progression and development gained through 3-4 years relevant work experience playing rugby in a competitive environment
E3 Experience in dealing with a wide range of customers and staff at all levels in an organisation

Desirable
F1 Experience of working in a University sporting environment
F2 Experience of working with rugby players in the 17 – 24 age group
F3 Experience of playing rugby in a competitive environment

Job Features
Planning and Organising
Plan and prioritise own workload on a weekly basis in relation to time commitments of the rugby programme
Manage and plan specific areas in relation to the Rugby Development Plan. This includes planning and overseeing an Intra Mural Programme for a minimum of 5 Men’s teams. Delivering training sessions to Men’s and Women’s rugby on a weekly basis, ensuring communication is maintained with the clubs allowing for long term planning and objective setting.
To manage work time effectively, attending fixtures and providing coaching support throughout the playing season.
In collaboration with other SRS staff plan the operational requirements for the rugby programme and all associated events.

Decision Making
Responsible for making decisions about the coaching provision for all areas of rugby.
Responsible for making decisions about the content of the programme and new developments (collective) based on customer feedback and professional judgement / experience.
Responsible for making decisions in area of responsibility. This requires reviewing mechanisms of delivery and where appropriate developing proposals for change.
Responsible for implementing new proposals and change as necessary.
Responsible for ordering equipment within the budgetary constraints to run the programme effectively and efficiently.

Internal/External Relationships
Other staff within the Sport & Recreation Service – coordinate on ensuring the programme is well managed and delivered, catering for all of the customer focus groups.
Management Group for line management to check progress, strategic alignment, planning and the development of new ideas.
GUSA President and council members re progress updates and developments within the rugby plan
Customers – students via coaching and administration of programme as well as including gaining feedback about the programme.
Scottish Rugby as the NGB.

Problem Solving
Responsible for delivering and managing a large and diverse programme this involves ongoing problem solving as circumstances can change and issues arise e.g. referees do not turn up, fixtures postponed, low numbers at training sessions. Problem solving is guided by knowledge and experience and if uncertain then reference is made to the line manager or external sources.
Problem solving also regards more strategic issues e.g. whether to focus more attention in one area compared to another or a clash of priorities for access to referees or facilities. This will be guided by knowledge and experience and liaison with line manager if necessary.

Other
An important role of the Development Officer is to develop a programme that maximise opportunities for participation, as well as looking to re introduce the competitive element to university rugby.
The main focus of the job will be working with the University during term time ( September – May ) , however outwith this time delivery will focus on the “street rugby” programme in various locations throughout Glasgow.
Weekend work will be required, with coaching provision provided for the first two years on a Sunday to the Women’s section. Additional weekend commitments will change when weekend rugby is reintroduced to the Mens section.

Salary will be on the Management, Professional and Administrative Grade 4, £17,503 - £20,172 per annum pro rata to 21 hours per week.
This position is funded until May 2016.
The successful candidate will be eligible to join the University of Glasgow Pension Scheme (UGPS).
New entrants to the University will be required to serve a probationary period of 6 months.
