As you will be aware, as a consequence of the report of the Second Governance Working Party and the changes to the District structure the Scottish Rugby Board was required to consider the composition of the Championship Committee for future seasons. I am now able to confirm that the Board have determined the future composition as follows:
• One representative from Premiership Division 1 • One representative from Premiership Division 2 & 3 • One representative from National League Divisions 1 - 3 • One representative from each of the East, West and Caledonia regions • One referees’ representative
The Scottish Rugby Board may appoint an independent Chair.
The Board also decided to establish three local sub-committees, one in each of the East, West and Caledonia regions, with responsibility for administering the regional league structures and other local competitions. It is proposed that each of these groups will be made up as follows:
• The Championship Committee representative for the relevant region • Two elected representatives to represent clubs from each of the Areas within the relevant region (i.e. Edinburgh/Borders, Glasgow North/Glasgow South and North/Midlands) • These committees should also have the ability to co-opt other non-voting members as necessary • The relevant Regional League Representatives from the Scottish Rugby Council should also have the right to attend meetings in a non-voting capacity
Accordingly, I am now seeking nominations for representatives for election from each of these constituent groups. Nomination forms are enclosed, please return these by 26th May. Elections for these positions will take place thereafter.
2) REGIONAL LEAGUE STRUCTURES Following the report of the Club Competitions Working Party approved at the 2005 AGM and again as a consequence of the change to the District structure, the Scottish Rugby Board was also required to consider the regional league structure following local consultation carried out by the Regional League Representatives.
After taking into account the feedback from the consultation, the Board have agreed the following structure:
WEST LEAGUE DIVISION 1 CALEDONIA LEAGUE EAST LEAGUE DIVISION 1 WEST LEAGUE DIVISION 2 MIDLANDS LEAGUE NORTH LEAGUE EAST LEAGUE DIVISION 2 WEST LEAGUE DIVISION 3
A schedule detailing the composition of all Divisions in the Regional Leagues is enclosed.
3) CUP COMPETITIONS
The Scottish Rugby Board has proposed a Motion to the AGM that the Championship Committee be remitted to review the format of the Cup competitions specifically in regards to reducing the number of mismatches and reducing the travelling commitment on clubs. If any clubs would like to make representations in regard to these or any other matters in relation to the Cup competitions you are invited to submit these to me or to your Championship Committee representative.
4) COMPETITIONS COMMISSION
I confirm that nominations have been received for membership of the Competitions Commission and the remit approved. This will be in place for season 2006-07.
