Ruan Pienaar registered all of Ulster's points as they claimed victory over Glasgow Warriors at Firhill.
Pienaar's kicking put the visitors 9-3 up at the turnaround.
Ryan Grant forced the game's first try and Ruaridh Jackson's penalty gave the Warriors a 16-9 lead but Pienaar converted his own try to level.
The fly-half added a penalty to regain the lead for Ulster and, though Duncan Weir levelled, Pienaar claimed victory with the last kick of the ball.
Victory moves Ulster up to second in the Magners League while Glasgow remain second bottom.
Jackson put the first points on the board with Glasgow's first penalty and Pienaar was unsuccessful with his first attempt for Ulster, dragging wide of the posts.
However, the South African soon atoned for that miss to draw the scores level.
DTH van der Merwe almost touched down for the hosts when he ran on to Jon Welsh's grubber kick but the ball bounced just under the Canadian's body as he dived in the corner.
And Ulster quickly moved to the other end and, after forcing Glasgow to infringe, Pienaar's penalty edged the visitors ahead.
Glasgow were coming up against a strong Ulster defence when they came forward and although they were awarded another penalty, Jackson's effort curved wide.
Warriors were penalised for not releasing near the halfway line and Pienaar decided against kicking into touch. His choice was justified as the ball sailed in between posts to put Ulster 9-3 at the turnaround.
Jackson's frustration with the boot continued at the start of the second half as two penalties from near halfway drifted wide.
The stand-off was involved in Glasgow's next attacking advance, weaving his way through a stubborn Ulster defence before offloading to Moray Low but a knock on stopped the hosts in their tracks as they inched towards the try line.
However, Ulster were soon penalised for collapsing the scrum and Jackson made no mistake with a straight forward penalty.
And, after surviving an attack that ended when the visitors knocked on, Glasgow regained the lead after pressurising well at an Ulster line-out.
Paul Marshall's kick was charged down and the ball was recycled to substitute Grant, who forced his way over the line, Jackson adding the conversion.
Pienaar pushed his next two penalties wide and, in between times, Ulster's substitute Rory Best was sin-binned as Glasgow moved further ahead with another Jackson penalty.
But Pienaar recovered to touch down Ulster's first try, awarded by the TMO, and the fly-half's conversion levelled the scores.
And there was more disappointment for Glasgow as Richie Vernon joined Best in the sin bin.
Substitute Johnnie Beattie was penalised for not releasing near halfway and Pienaar was successful with the penalty to regain the lead for Ulster.
But Glasgow came back as Duncan Weir, just on for Jackson, belted his first penalty attempt between the posts.
Beattie was penalised again for not releasing and Ulster gained 10 yards after Glasgow were punished for pushing the ball away, allowing Pienaar to score the game's winning penalty from inside the home side's half.
